Summary
Various levels of government exist in Australia and it is sometimes hard to decide where responsibilities lie. John Kerin, Minister for Primary Industry believes the primary responsibility for protection of the land rests with the individual landholder and with the states. However because of the national dimension of the problem, Mr Kerin suggests the Commonwealth Government has an important role to play in controlling land degradation and had instigated the introduction of the National Soil Conservation Programme in 1983. The programme seeks to tackle land degradation not by centralising resources and control in Canberra, but by harnessing and enhancing the expertise and administrative authority existing in state` and local governments and by encouraging the efforts of farmers and community organisations. The National Soil Conservation Programme will continue and hopefully the funding will increase.
