A response to a letter by Mr Lyn Messenger published in The Countryman on 13 July 1978. Mr Spencer states that Mr Messenger is in error when he alleges that the Department of Agriculture "has always treated the symptoms, not the cause". He goes on to say the department has always recommended the application of soil conservation measures on all catchment land for three main reasons, including, to control water erosion; to improve production on the whole catchment, and to reduce run-off, which contributes to water-logging of lower land. Mr Spencer also says that Mr Messenger should know that the work on Mr Whittington's "Springhill" property undertaken from 1952 to 1955 is a good example of an absorption bank system that was designed and surveyed by a department officer and was effective in reducing waterlogging.
