Sites proposed for housing development in outer Perth suburbs may in fact prove to be environmentally devastating. According to the Environmental Protection Authority (EPA), urban expansions planned right over pure groundwater bodies - Jandakot Mound and Gnangara Mound Shallow Groundwater sites - is ill advised. Developing the inner suburbs is more environmentally conscious: smaller gardens means less water use and the infrastructure is already set up (and underutilised) for existing suburbs.

This article contains a map showing proposed urban development sites between 1989 and 1992, in relation to the two major pure groundwater sites supplying the Perth area.
