Abstract

Preface The aim of this study is to ascertain the full costs of providing welfare services through a voluntary agency. To ascertain full costs is to take into consideration not only those costs concerned with actual fiscal outlay but also the imputed costs of providing services by volunteers. While the scale of the research may be modest, the study will provide a useful start for future independent assessment of the costs of providing services through voluntary agencies. The availability of such data will enable a balanced assessment to be made of various public policy alternatives in the provision of welfare services.

Chapter 1 provides a background to the research and an assessment of the reasons for increased emphasis on voluntary agencies for welfare service delivery. It also looks at the research methodology that will be used for costing services provided by a voluntary agency. In chapter 2, a review is undertaken of N.E.P.H.S.S.'s operations as a voluntary agency. The paper traces its origin, reviews its mode of management through an understanding of its organisational structure, acknowledges its sources of funds and the impact that these have on its operations. Chapter 3 provides an appreciation of the nature of service demands and the demographic characteristics of the elderly accessing services. Chapter 4 looks at the actual costing of the services provided by N.E.P.H.S.S. while chapter 5 explores the policy implications of contracting out services to voluntary agencies.
