Abstract

On the face of it, John Howard and Tony Blair are very different political beasts. They appeal to different constituencies, belong to different ideological traditions, and have more in common with their respective opposition parties than with one another. But a common thread runs through their hostile policies towards refugees, their adoption of 'workfare'social policies, and their strident stance on law and order.
