Human capital theory and secondary education
Down, B. (1994) Human capital theory and secondary education. Unicorn, 20 (3). pp. 54-61.

It challenges the dominant human capital approach to education and argues that it is having a negative impact on school level organisation in Western Australian state secondary schools.
